JOB SUMMARY

Reporting to the Deputy Director General, Corporate Services, the Principal has responsibility for leading, managing, and ensuring the effective and compliant operation of the Approved Training Organization (ATO) in accordance with national aviation regulations, and applicable ICAO Annexes and Manuals of Operations. The Principal is responsible for strategic leadership, regulatory compliance, quality assurance, and the development of a safety and performance-oriented training culture.
 

The ideal candidate should have the following:

  • A Masters Degree in Education, Educational Leadership, Public Administration, Human Resource Management, Business Administration, Aviation or equivalent qualification from a recognized tertiary institution
  • A minimum of seven (7) years’ management experience at a tertiary level institution
  • Proven track record in an ICAO PLUS Member Organization, or nationally accredited Higher Education Institution, or extensive experience in public sector administration navigating complex regulatory environments would be a distinct advantage
  • Experience with Quality Management Systems, compliance audits, project management and aviation training systems is an asset

KEY TECHNICAL COMPETENCIES
  • Thorough understanding of the role of aviation in national development and the economy
  • Thorough understanding of national vocational and tertiary accreditation requirements, ISO 9001:2015, Quality Management Systems
  • Sound knowledge of Competency-Based Training and Assessment (CBTA) and Evidence-Based Training (EBT)
  • Sound knowledge of the laws, rules, regulations and procedures governing the movement of air traffic in accordance with International Civil Aviation Organization Annexes and Documents, primarily Annex 1, and the Jamaica Civil Aviation Regulations
  • Sound knowledge of specialist discipline in Air Traffic Management, Aeronautical Information Management or Aviation Management
  • Sound knowledge of business performance management tools and strategies
  • Sound knowledge of the competency-based instructional framework utilized by ICAO
  • Sound understanding of principles, policies and practices concerning academic integrity, such as honesty, authorship collaboration and attribution of credit
  • Sound knowledge of word processing, presentation, database and spreadsheet applications
  • Sound knowledge of the ICAO training documentation (standards)
  • Sound knowledge of Learning Management System
  • Working knowledge of the Aviation Ecosystem to include air navigation services, aviation safety and security oversight, initiatives for the sustainable development and maintenance of aviation industry roles
  • Sound knowledge of Instructional Systems Design such as ICAO Competency-Based Training and Assessment, or ADDIE Model or any other Instructional Systems Development Models

  • Ability to develop short-term, medium-term and long-term roadmaps for the modernization, streamlining, and expansion business units
  • Proven ability to establish the strategic direction and steer the organization towards its goals
  • Sound expertise in budget preparation and resource projection to include the ability to conduct cost-benefit analysis for new course development, product or service offering.
  • Demonstrated ability to deliver results through the efficient and effective allocation of and use of limited supplies, equipment and people
  • Sound time-management skills, effecting strategies to prioritize projects amidst competing deadlines, resource constraints, changing requirement to deliver quality outputs
  • Effectively apply formal research methods in the review or production of business ideas, course materials, workforce forecasts or grant applications.
  • Communicate effectively orally and in writing with strong formal and research writing capabilities
  • Strong organizational, planning, and problem-solving skills
  • Good teaching/andragogy skills
  • High level of competency in managing QMS in a regulated training environment
  • Well cultivated skills in developing and maintaining professional relationships with a wide range of people and organizations including professional associations
  • Good online presence, use of tools to connect with affiliates, trainees and stakeholders, reflecting positively on the Institute
