AIR TRAFFIC FLOW MANAGER

 (AIR NAVIGATION SERVICES) 

JOB SUMMARY

The Air Traffic Flow Manager is responsible for the overall operations of the Air Traffic Flow Management Unit and for the planning and management of Jamaica’s airspace; to promote flight safety and to provide sufficient capacity to meet normal traffic demands.  He/she will also be responsible to ensure the optimal utilization of the airspace and in accordance with international requirements. The incumbent will also be required to provide effective Airspace Management (ASM).

 

QUALIFICATIONS & EXPERIENCE

 

  • Bachelor Degree in Air Traffic Management, Geography, Engineering, Computing, equivalent Degree or relevant work experience

 

  • Successful completion of Area Control Procedure/Radar Control Course (ICAO 053, 054 and 055)

 

  • Holder of an air traffic control licence with valid ratings for all operations in Area radar control, Manley approach radar control and Sangster approach radar control

 

  • Three (3) years’ experience as an ATC Radar Specialist

 

  •  Holder of a current class 3 medical assessment

 

  •  Successful completion of a formal supervisory management course

 

  •  Trained as an On-the-Job Training Instructor and training in Supervisory    

          Management including Air Traffic Control Supervisor training.

 

KEY TECHNICAL COMPETENCIES REQUIRED:

 

  • Sound knowledge of the laws, rules, regulations and procedures governing the movement of air traffic in accordance with International Civil Aviation Organization Annexes (state specific Annexes) and Documents, the Jamaica Civil Aviation Act and Regulations.

 

  • Sound knowledge of aerodrome, approach and area control procedures in accordance with International Standards and the approved Manuals.

 

  • Sound knowledge of separation standards and their application.

 

  • Sound knowledge of weather phenomena and localized effects.

 

  • In-depth knowledge of ICAO requirement in respect of air traffic control and air traffic flow and capacity management.

 

  • Sound knowledge of air traffic management and air traffic flow management procedures.

 

  • Sound knowledge of the operational function and limitations of air traffic management (ATM) equipment, remote status indicators, navigational aids (NAVAIDS), weather instruments, and all control room peripheral equipment pertinent to the provision of related ATC service.

 

  • Sound knowledge of resource management.

 

KEY NON-TECHNICAL COMPETENCIES REQUIRED:

 

  • Ability to make rapid, decisive and sound judgments in emergency and abnormal situations  

 

  • Ability to maintain a high level of concentration, alertness and accuracy for extended periods

 

  • Ability to calmly manage and coordinate rapidly changing processes and conditions

 

  • Ability to communicate effectively both orally and in writing

 

  • Well developed analytical and problem solving skills

 

  • Good supervisory and human relations skills

 

  • Sound knowledge of Microsoft Office Suite and other relevant computer applications

 

  • Operational competence on all automated air traffic management and ATFM equipment

 

  • Skill in radio communications

 

DUTIES & RESPONSIBILITIES:

                     

  1. The ATFM unit manager shall be responsible for all Air Traffic Flow and Capacity Management activities in the designated area and within their area of responsibility.

 

  1. Directing and coordinating the flow and capacity of air traffic within the unit’s airspace jurisdiction;

 

  1. Carry out the following activities daily:

 

  • Coordinate the timely collection and collation of data on the air navigation infrastructure and on the capacities of the ATC system and of aerodromes with their area of responsibility;

 

  • Monitor and forecast traffic demand against sector, route, and airport capacity.

 

  • Coordinate with the appropriate authorities to maximize available ATC capacity when required , and;

 

  • work in agreement with the relevant ATS units to determine, coordinate (with local ATFM units and operators), and implement appropriate measures in a timely manner across the affected area of responsibility, when ATC capacity shortfalls cannot be resolved.

 

  1. Coordinate with the Supervisors with reference to the timely deployment of the personnel on duty and the adjustment of the functions of operating positions so as to meet the traffic demand and capacity in a satisfactory manner;

 

  1. Assist in the development, maintenance and publishing of contingency plans defining the actions to be taken in the event of a major failure of a component of the ATFM service which would result in significant reductions in capacity and/or major disruption to traffic flows;

 

  1. Ensure that the publish local contingency plans defining the actions to be taken in the event of a failure of a local component of the ATM service which would result in significant reductions in capacity and/or major disruption to traffic flows;

 

  1. Ensure that the pre-defined contingency plans are established, detailing the configurations, capacities and strategies in each critical event for their area of responsibility, in order to enable the central ATFM unit to assist local ATS facilities in contingency operation;

 

  1. Maintain proficiency in all ratings held by regularly standing watch in each operating position

 

  1. Develop ATFM manuals

 

  1. Perform other related collateral duties assigned by the Director, Air Traffic Management from time to time
