AVIATION SAFETY INSPECTOR (OPERATIONS)
(Specialization: Rotorcraft)
JOB SUMMARY
Reporting to the Manager, Flight Operations Oversight, the incumbent is responsible for ensuring that the required standards of operation are maintained by conducting initial inspections and certification, as well as continued surveillance and monitoring of all Jamaican air operators, and by providing continuing surveillance of all operators in Jamaican airspace.
He/She will also be required to conduct investigations into incidents and accidents involving civil aircraft in Jamaica and Jamaican registered aircraft outside of Jamaica if necessary.
QUALIFICATIONS & EXPERIENCE:
- Bachelor’s Degree in Management Studies or equivalent from an accredited tertiary institution
- Holder of a valid Airline Transport Pilot Licence (ATPL) including at least one type rating on a Rotorcraft category aircraft and class ratings on single and multi-engine aircraft.
- Ten (10) years experience as a Pilot in an airline or the military, to include preferably 5000 but at least 3000 hours as pilot of a civil or military aircraft.
- Five (5) years experience in an aviation organization in a managerial position directly associated with the development and implementation of operating standards and procedures, operating manuals, and flight and ground procedures for flight safety.
- Flying instructor and instrument check pilot qualifications.
KEY TECHNICAL COMPETENCIES REQUIRED:
- Sound knowledge of the Civil Aviation Regulations in the areas of licensing, air operator certification and operation, and aircraft registration.
- Sound knowledge of the requirements applicable to training, licensing, rating, testing, and the maintenance of competency for flight and ground crew.
- Sound knowledge of the procedures for operator certification; for inspection of air operators, and flight training units; for addition of new aircraft types; and for the importation of new aircraft by operators.
- Sound knowledge of procedures related to the preparation of operations manuals, training manuals, and other air operator manuals and documentation.
- Sound knowledge of aviation accident and incident investigation procedures, quality assurance systems and safety programme management.

DUTIES & RESPONSIBILITIES
- Conduct surveillance and enforcement functions for the aviation industry, conduct investigations into adverse findings and recommend measures to ensure compliance by operators.
- Conduct and monitor flight checks and flight simulator checks on pilots for initial issue and renewal of pilot’s licences, instrument flying qualifications, and type rating endorsements.
- Conduct and manage regulatory safety audits of air operators to ensure compliance with regulations, standards, operations specifications, and approved manuals.
- Recommend for approval, and monitor company check pilots and designated flight test examiners for air operators.
- Assist the Manager, Flight Operations Oversight in the preparation, verification, approval, and issue as applicable of:
- Aircrew licences
- Air operator certificates
- Other appropriate authorizations, permits and authorities.
- Written examinations for pilots
- Assist in the development and on-going improvement of the measures to ensure safe, regular, and efficient aviation services in Jamaica.
- Conduct ground and in-flight en route inspections of air operators, flight training schools, as well as inspections of aerodromes for compliance with the Jamaica Civil Aviation Regulations in the areas covered by ICAO Annexes17, and 18.
- Maintain current flight operations and related manuals.
- Conduct and manage investigation of accidents and incident.
- Act as an expert witness in a court of law.
- Provide expert guidance and direction to the industry on regulatory and safety matters.
- Advise Manager, Flight Operations Oversight and DFS on issues relating to the
aviation industry, both locally and internationally.
- Conduct research as necessary for the development of civil aviation and the
enhancement of safety in the industry.
- Maintain ATPL, instrument rating and type rating currency on aircraft on which
qualified.
