AVIATION SAFETY INSPECTOR (Air Navigation Services)

 (Specialization: Meteorology)

JOB SUMMARY

Reporting to the Manager, Aerodromes and Air Navigation Services Oversight, the Aviation Safety Inspector – Air Navigation Services (ANS) is responsible for providing safety oversight across Air Traffic Services (ATS), Meteorological Services (MET), Aeronautical Information Services (AIS), Aeronautical Charts, Instrument Flight Procedure Design (IFPD), Airspace Design and appropriate elements of Search and Rescue and Aerodrome operations. The incumbent ensures continued compliance with Jamaican Civil Aviation Regulations and ICAO Annexes 1, 2, 3, 4, 5, 11, 12, 14 and 15, and conducts regulatory investigations of accidents and incidents in accordance with ICAO Annex 13.

KEY RESPONSIBILITIES

The successful candidate will be required to:

  • Conduct safety oversight of ANS providers including ATS, MET, AIS, aeronautical charting, IFPD, airspace design, Search and Rescue, and aerodrome operations
  • Perform surveillance, inspection, and audit activities of Air Navigation Service Providers (ANSPs) in accordance with JCAA regulatory standards and ICAO SARPs
  • Conduct regulatory investigations of accidents and incidents in accordance with ICAO Annex 13 and develop safety recommendations
  • Review and evaluate industry administrative, technical, and operational manuals against Civil Aviation Regulations
  • Monitor and assess compliance with the State Safety Programme (SSP) and Safety Management Systems (SMS) frameworks
  • Support the JCAA's obligations under the ICAO Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach (CMA)
  • Liaise with national, regional, and international civil aviation authorities, agencies, and industry organisations on matters of safety oversight
  • Provide technical input into rule-making processes, including the development, amendment or repeal of Civil Aviation Legislation and implementing standards
  • Assess Performance Based Navigation (PBN) implementation and airspace utilisation in accordance with ICAO documentation
  • Perform other related duties as assigned


QUALIFICATIONS & EXPERIENCE

  • B.Sc. or equivalent professional qualification in Aviation Management, Aeronautical Meteorology, or Air Navigation Services, with preference for training and experience across some combination of these disciplines
  • Five (5) years' progressive aviation professional experience in the provision, planning or management of Air Navigation Services within an ANSP, or Meteorological Service environment
  • Hold or have held a valid Air Traffic Control Licence, with completion of training required for the issue of an Approach or En-Route Surveillance Rating
  • Knowledge of basic and advanced principles of Instrument Flight Procedure Design (IFPD) based on ICAO PANS-OPS, with emphasis on PBN, RNAV, SBAS, GBAS, and related concepts
  • Training in aviation meteorology is mandatory
  • Training in Aeronautical Information Management would be an asset

KNOWLEDGE REQUIREMENTS

  • Sound knowledge of the critical elements of a State and Regional Oversight System as described in ICAO State Oversight Manual, Doc 9734
  • Sound knowledge of Jamaican Civil Aviation Regulations and ICAO Standards and Recommended Practices (SARPs) in Annexes 1, 2, 3, 4, 5, 11, 12, 13, 14 and 15
  • Sound knowledge of JCAA rule-making procedures and the development, change or repeal of Civil Aviation Legislation, including adoption of ICAO SARPs and development of industry guidance material
  • Sound knowledge of the ICAO Integrated Safety Management Programme, including State Safety Programmes (SSP) and Safety Management Systems (SMS)
  • Sound knowledge of ICAO oversight programmes including USOAP, the Continuous Monitoring Approach (CMA), and interface with ICAO regional offices
  • Sound knowledge of the methodology to perform regulatory investigation of accidents and incidents and the development of safety recommendations
  • Sound knowledge of Performance Based Navigation (PBN) as described in ICAO Doc 9613 and related publications
  • Sound knowledge of ICAO Doc 4444 (PANS-ATM) and ICAO Doc 8168 (PANS-OPS)
  • Sound knowledge of administrative and operational requirements of a SAR organisation, and recommended procedures per IAMSAR manuals
  • Sound knowledge of ISO Quality Management System (QMS) requirements
  • Working knowledge of ICAO Annexes 10, 16, 17 and 19, and the ICAO Global Air Navigation Plan (GANP) and ASBU roadmap
  • Working knowledge of aeronautical data exchange models, automation, GIS and cartography
  • Working knowledge of CNS and Meteorological systems, procedures, and organisational requirements for service provision

  • Good oral communication and technical writing skills, including the ability to review operational manuals and conduct technical discussions
  • Ability to conduct negotiations with senior government officials and establish effective partnerships with external collaborators
  • Demonstrated ability to work collaboratively in a multinational environment and manage conflict effectively
  • Sound knowledge of Microsoft Office Suite and other relevant computer applications and databases
