JOB SUMMARY

Reporting to the Manager, Airworthiness Oversight, the incumbent is responsible for performing regulatory oversight of civil aviation airworthiness matters in accordance with the Civil Aviation Act, Civil Aviation Regulations (CARs) and applicable ICAO Standards and Recommended Practices.
The role includes conducting surveillance, inspections, investigations, certification activities and enforcement actions related to aircraft maintenance organisations, air operators, training organisations, aviation personnel and Jamaican-registered aircraft locally and internationally.
The incumbent provides expert technical guidance to aviation stakeholders, evaluates maintenance programmes, manuals and technical documentation, and ensures compliance with CARs and international safety standards. The role also supports certification projects, accident and incident investigations, and contributes to the development of aviation regulations, directives, manuals and safety guidance material.

KEY RESPONSIBILITIES
The Flight Safety Inspector – Airworthiness will be required to:

  • Conduct surveillance, inspections and regulatory oversight of aircraft, air operators, maintenance organisations and aviation stakeholders to ensure compliance with Civil Aviation Regulations and ICAO standards
  • Participate in certification projects, approvals and continued operational oversight of aviation organisations
  • Inspect aircraft, maintenance records, logbooks and technical documentation for the issue, renewal or validation of Certificates of Airworthiness and related approvals
  • Monitor and evaluate the condition of airframes, power plants and associated aircraft systems during scheduled inspections, repairs, overhauls and modifications
  • Evaluate aircraft maintenance programmes, inspection schedules, servicing systems and reliability programmes and recommend corrective actions where required
  • Review and approve aviation stakeholders’ technical manuals, maintenance documentation and procedural amendments
  • Participate in the investigation of aircraft accidents, incidents and Mandatory Occurrence Reports
  • Provide expert technical guidance to aviation stakeholders and internal departments on airworthiness and safety matters
  • Conduct oral and written technical examinations for Aircraft Maintenance Engineer licence candidates where required
  • Prepare reports, safety directives, technical guidance material and regulatory recommendations
  • Support the development and continuous improvement of aviation safety regulations, procedures and oversight systems
  • Promote aviation safety awareness and maintain current technical knowledge of industry developments, airworthiness directives and mandatory service bulletins.
QUALIFICATIONS & EXPERIENCE
  • Bachelor’s Degree in Aerospace Engineering, Aircraft Maintenance Technology, or an approved aviation-related field
  • Holder of a valid Aircraft Maintenance Engineer’s Licence (AME)
  • Airframe and Power Plant specialization required
  • Type-rated or approved on at least two aircraft types would be an asset
  • Minimum ten (10) years’ experience in an aircraft maintenance facility, airline or military environment involving maintenance and repair of airframes, power plants and/or aircraft systems
  • Minimum five (5) years’ supervisory or managerial experience in aircraft maintenance, quality assurance, or technical oversight
KEY TECHNICAL COMPETENCIES
  • Strong knowledge of the Chicago Convention and relevant ICAO Annexes including Personnel Licensing, Operations of Aircraft, Airworthiness, Accident Investigation and Safety Management
  • Comprehensive knowledge of Civil Aviation Act and Regulations and aircraft certification and maintenance oversight processes
  • Sound understanding of Safety Management, Quality Assurance and Aircraft Maintenance and Reliability Systems (SMS)
  • Working knowledge of accident and incident investigation procedures
  • Completion of relevant aviation inspector and safety oversight training would be an asset.
