JOB SUMMARY

Reporting to the Manager, Flight Operations Oversight, the incumbent is responsible for performing regulatory oversight of civil aviation operations in accordance with the Civil Aviation Regulations (CARs). Duties include conducting safety surveillance, inspections, investigations, and enforcement activities for air operators, aviation personnel, and Jamaican‑registered aircraft locally and internationally. The role supports certification projects, accident/incident investigations, and the development of aviation regulations, manuals, checklists, and safety directives.

The incumbent provides expert technical advice, prepares and reviews aviation documentation, evaluates training programmes for licensing and certification, and ensures stakeholder manuals comply with CARs and ICAO standards. Responsibilities also include conducting pilot flight checks and simulator evaluations, participating in audits, monitoring company check pilots and examiners, and processing licences, certificates, operations specifications, and other authorizations.

The role supervises on‑the‑job training for new hires, may act in the absence of the Manager, assigned as Investigator‑in‑Charge of aircraft incidents. Additional duties include promoting aviation safety awareness, conducting research, maintaining licence currency, and performing other regulatory functions as assigned.

QUALIFICATIONS & EXPERIENCE

Mandatory Requirements

Holder of a valid Airline Transport Pilot Licence (ATPL) including at least one type rating on large turbo prop or turbojet transport category aircraft and class ratings on single and multi-engine aircraft;

Holder of a valid commercial pilots’ licence (for a rotorcraft pilot)

Ten (10) years’ experience as a Pilot in an airline or the military, to include at least 3000 hours as pilot-in-command (PIC) of a civil or military aircraft;

Five (5) years’ experience in an aviation organization in a supervisory or managerial position directly associated with the development and implementation of operating standards and procedures, operating manuals, and flight and ground procedures for flight safety;

Five (5) years’ experience as an Aviation Safety Inspector (Operations)

Other Requirements

Bachelor’s Degree in Aviation Management, Management Studies International Relations, Law or equivalent from a recognized tertiary institution would be a distinct asset.

KEY TECHNICAL COMPETENCIES

Strong understanding of the Chicago Convention and relevant ICAO Annexes (Licensing, Operations, Airworthiness, Accident Investigation, Safety Management).

In‑depth knowledge of key ICAO manuals, procedures, and guidance related to flight operations, inspection, certification, safety oversight, training, human factors, and operational approvals.

Comprehensive knowledge of the Civil Aviation Act and Civil Aviation Regulations, including operator certification, aircraft registration, licensing, rating, and competency requirements.

Expertise in operator certification procedures, inspection of air operators and training organizations, and processes for adding/importing aircraft types.

Detailed understanding of procedures for developing and evaluating operations manuals, training manuals, and other regulatory documentation.

Strong knowledge of accident and incident investigation, safety management systems (SMS), and quality assurance systems.

Completion of relevant aviation inspector and safety oversight training, including courses in operations inspection, general aviation oversight, compliance & enforcement, accident investigation, CRM, operations specifications, personnel evaluation, safety program management, dispatcher functions, dangerous goods, and UAS operations.
