AERONAUTICAL INFORMATION MANAGEMENT (AIM)

NOTAM SPECIALIST  

JOB SUMMARY

Reporting to the Manager AIM, the AIM NOTAM Specialist is responsible for supervising and coordinating the efficient and accurate provision of high-quality aeronautical information through the receipt, validation and timely dissemination of dynamic aeronautical information products, in accordance with the standards and recommended practices of ICAO Annex 15, ICAO Docs 8126, 10066 and 8400.

RESPONSIBILITIES

  • Plan, coordinate and supervise operations of the AIM International NOTAM Office (NOF) to ensure the timely and accurate dissemination of dynamic aeronautical information in accordance with the CARs, ICAO Standards and Recommended Practices (SARPs).
  • Validate NOTAM and SNOWTAM information, ensuring data accuracy, (timeliness, format, resolution, completeness) and operational relevance.
  • Monitor incoming aeronautical messages and identify safety-critical information affecting operations within the Kingston FIR, escalating issues to AIM Management as required.
  • Maintain the Quality Management System (QMS) by conducting data quality and integrity checks and addressing identified discrepancies.
  • Coordinate and maintain liaison with Air Traffic Management, aerodrome operators, military authorities, technical service providers, and regional AIS/AIM offices to ensure the timely exchange of operational information.
  • Prepare operational reports, duty rosters and other documentation related to NOF activities.

QUALIFICATIONS & EXPERIENCE

  • Bachelor’s Degree in the Arts, Social Sciences or equivalent; and
  • CSEC/CAPE Passes in Geography, Mathematics and English Language
  • Proficiency in Spanish or French is an asset.
  • Successful completion of ICAO Aeronautical Information Services Officer course (AIS021); and
  • Successful completion of six months on-the-job training; and
  • At least three (3) years’ experience as an AIS Officer (NOTAM and AD/ARO).

KEY TECHNICAL COMPETENCIES REQUIRED

  • Ability to lead and provide guidance to NOTAM Officers under his/her supervision
  • High level of proficiency in the evaluation of NOTAM requests; preparation and promulgation of NOTAM in accordance with the Civil Aviation Regulations (CARs) and ICAO Standards and Recommended practices (SARPs).
  • High level of proficiency in assessing RCRs; interpreting, formatting and transmitting SNOWTAM, in accordance with the Civil Aviation Regulations (CARs) and ICAO Standards and Recommended Practices (SARPs)
  • High level of proficiency in interpreting, formatting, and transmitting flight plans in accordance with the Civil Aviation Regulations (CARs) and ICAO Standards and Recommended Practices (SARPs).
  • High level of proficiency in the use of Air Traffic Services Message Handling System (AMHS).
  • In-depth knowledge of the structure, functions and responsibilities of the AIM International NOTAM Office (NOF).
  • Expert knowledge of NOTAM Selection Criteria as stipulated in ICAO Doc 8126 (AIS Manual).
  • Sound knowledge of AIM NOTAM Contingency Procedures
  • Sound knowledge of the elements and procedures relating to aeronautical Information products and services.
  • Sound knowledge of the routing structure of the Kingston Flight Information Region (FIR).
  • General knowledge of aerodromes and their characteristics, structures and facilities.
  • General knowledge of Communications, Navigation and Surveillance (CNS) equipment in their provision of air navigation.


KEY NON-TECHNICAL COMPETENCIES REQUIRED

  • Ability to assess and make precise decisions in real-time work situation and to remain calm under stressful conditions.
  • Ability to communicate effectively, both orally and in writing.
  • Excellent customer relationship management skills.
  • Excellent interpersonal and conflict resolution skills
  • Ability to recognize and take measures to rectify human errors in the dissemination of NOTAMS and relevant publications.
  • Good supervisory management skills.
